So, if it worked fine elsewhere then it might be some kind of local RF interference that is messing with the speaker in the phone when it is at the users location. Maybe (while the phone is making the noise) walk round and disconnect nearby electrical equipment one at a time. This might show up the culprit.

WebJan 21, 2014 · Options. SOLUTION: Press the button on the right by the earphone jack on top of the phone AND the wake up button at the bottom of the phone on the front AT THE SAME TIME. Hold for severals seconds. This is a 'hard reset'. Should fix the noise problem. This will not erase your downloaded apps, contacts, notes, etc.

Sometimes it's in a different pitch as well. None of the trouble shooting I've read about here has helped though.
